My purchase doesnt work and restoring doesnt work. I even purchased it twice, apple dont want to refund them. So I lost twice the premium amount. What should I do? Apple says the developer need to pay me back

Please, I even bought it twice because I tought it didnt went through and now I got charged twice and still have no premium.

This is on the iPhone 13 pro max running iOS 18.1 and I am from India, so I paid 799 rupees (what is a big amount)
